when making one of these levels how do you get the people to spawn in the cars at the start of the race?

Awesome video, man. I'd been looking for a top down racer tutorial, and this will be very helpful for any newcomers who need a guide - kind of a shame the game itself doesn't provide tutorials for actual game types like this!
