For them it was the opportunity to put the Burj Al Arab as their iconic accomplishment on their firms front door and website. Look up that firm and I bet the Burj is headline featured on it. Sure, now they probably a doing well, but probably not from the Burj contract itself but its kudos.

You don't do research do you? There are several mini projects just like that. They just aren't as lavish and eye catching, but they are there.
And believe it or not the building code is strict. Every building must be ecological.
Also, they are planning to build a huge zone just for Education, Science, and research.
They are also looking for a clean energy source vigorously.
