This electron then relaxes back to its ground state, emitting a slightly lower energy and thus longer wavelenth photon. i.e you put in a UV photon and get out a lower energy visible photon. You do not gain energy from flouresence you loose it.
This entire structure is something i thought out completely within a couple of hours. I do not understand all the people with 2 normal magnets in such a structure. Of course you will need 1 normal, and 1 electro (1+1or similar), or at least be able to switch the magnetic field off at a certain moment when not using an electromagnet driven by a coil. It can be done in different ways, but... the point is: free energy is here and it is not difficult. This coil of them might be interesting though.

He states that over a week, it produced "21 kiojoules of excess energy". Sound like a lot? 21 Kilojoules equates 5.8 watt-hours of energy. Ie. enough to power a 5 watt device for one hour, or a 25 watt light bulb for 15 minutes.
And this from running his generator for a week! This generator has to run an entire month for every hour of use on a 25 watt light bulb.

I disagree. Surely if you had the opportunity for gaining from your research, you would take it. Besides, products built with this technology will be inherently profitable for the company building them, even if a small percentage in licensing fees was directed towards Steorn. If it wasn't the case, it wouldn't make sense for Steorn's business model!!

Great question. I've also wondered if this machine gets "heavier" during production. If it's creating matter, it should be gaining mass incrementally.
Any excess energy would translate into an output current only if there were a load. Current doesn't flow without a load. So, minus charging the battery (which has a load if it is partially depleted), this energy is going to this load. At 3:27, the kinetic energy of the rotor is at least discussed as being turned into heat by the pickup coil, but that's a minor bit. I missed where/if he said how they provide a load for the excess output current.
