i have the same fan with a broken oscillator. mine makes the same cliking noise. it is just a cardboard type insulator which keeps the motor windings together. it may have warped slightly as mine did and it rubs against the motors internal cooling fins attached to the back of the motor shaft. you should be able to see it through the vent. no major issue though it wont hurt anything these fans do not come apart easily anyways i know from expiriance
your fan is from the late 50's cuz there is no knob for oscillation,the earlier models like from 1947 had the knob.Nice fan,i have the same one but yours is in a better condition than mine.
The GEs we had when I was a kid were from about 1959: they both had knobs to turn the oscillation or or off (I've never seen one without it), though they were 12". The motor housings were a little more squared off. I don't remember if they had metal or plastic bases. This one looks older since it has almost no grill on the back (yikes!). I'm also under the impression that GE fans went from blue-green to gray to white as time went on. That one's doing OK; neither of ours lasted past 1972.

change the title to INSP-4 Vintage GE table fan. look at the bottom of the base.

That INSP-4 stamp is probably a quality control stamp showing the fan was working properly after assembly.
