So much about trains has been lost since 2008. The searchlight signals, good Coaster horns, Interesting BNSF trains with D-9s and old power leading. It almost hurts to watch videos from 2008.
San Diego, a truly nice city....if you can afford to live in one of the decent parts. If not, it is not so pleasant, you will have a hard time insulating yourself from the filthy aspects of this city. Downtown has some great areas, but, it also has a lot of areas filled with drugged out dirty bums crapping/urinating on the sidewalks. Neighborhoods south and east of downtown are pretty sketchy. North of town is your best bet if you only speak english.

To answer the question, it was a sort of experimental communication device that was installed on 2101 for a trial run of the device. I think they have since removed it.
