I use Sony Vegas Pro 8. With Windows Movie Maker the selection of effects are only limited. There's more freedom in Sony Vegas. Do you use Sony Vegas? All you need to do is split the clip where you want the flash and add the transition. I'm pretty sure it's the same basis with WMM.
