It's not actually a waltz. This is a 6/8 time signature, sometimes called a "rock ballad" rhythm. It is _close_ to a waltz, which is 3/4.
Two know it's 6/8, not 3/4, listen to how the bar loops. The bass drum hits on the down beat (1), the snare hits on 4. In a Waltz, bass drum is on the down beat and snare is on 2 and 3.

6/8 is like 2/4 with a triplet feel.
You can count it one-two-three, one-two-three quite easily but most people just count it as a slow one-two.
