Just FYI, it wasn't pepper, it wasn't grass. It was tobacco snuff (not dip, but actual snuff). It is supposed to help allergies (and it does) but it makes you sneeze a lot the first few times you try it. This was my second time trying it and my friend filmed it.
I remember I ended up having real big sneezing fit in a local cd store when I was at least 16. My best bud was there with me and he counted that I sneezed 12 times and we believed it was an incense that was bugging me.
It was tobacco snuff. The old men in Germany say it helps with allergies...the only problem is that the first couple of times you do it, it causes you to sneeze pretty badly.
