It would be nice if there was a 3D whole world freeze in which everything, EVERYTHING is frozen. I think that would be pretty nifty.

Hmmm that's an interesting way to do it.
The "Freeze Frame" option of the snapshot tool doesn't stop everything. I know particles don't freeze but I can't recall if flexis freeze with it or not, hmm. I'll need to check that. If those and animated textures don't hold in "freeze frame" then this will take care of the rest.
Particles are a pity that they won't freeze. Those are always tricky. I found me in that situation several times where I had to get a shot captured with timed particles.
