Without a home, it is nearly impossible to make yourself presentable for a job interview. Where do you wash yourself, or your clothes? How can an employer call you for an interview if you don't have a phone? Do you think an employer is more, or less likely, to hire someone with no permanent address? Temporary housing is just part of what helps people get back on their feet, along with job training, etc. It's not unreasonable to ask for a place to go to the bathroom while you look for a job.
