Why wouldn't it be? It's rare for character models to be incomplete, even if there are parts of them you never see.

Besides, we do see pretty Grunty from behind in the Game Over movie. She turns away from the camera to face Mumbo when he appears. There's no way she was planned as a boss, since her existing means you've lost the game.
