As I mentioned, the premies being redirected to U.S. hospitals is just one example, I'd say that's a small, small portion, but one none the less.

Yes, an obvious problem of a system, is that as more patients come and less doctors are there, people will be misdiagnosed, not diagnosed..etc.
Every facet of life runs into that problem, where with the more inundated with work we become, the more we miss things, make mistakes on things...etc.

1.) Typically, health related debt can't be reported and count towards your credit scores.
2.) As long as you pay even a few dollars a month(5 dollars, say, would be sufficient) they can't collect or take any action upon you.
3.) County/state run hospitals can not turn down people for lack of funds.
