I was a munitions spec 461X in my early, early years in the AF and a mistake like this can not be made accidently. One thing that is inaccurate in the report is the belief that nukes are not flown around over US territory. They are, it is just not common practice. I recall being on duty at Barksdale when a hurricane was approaching. The nuclear alert force was sent airborne and kept aloft by tankers until the hurricane passed.
