I've got a question, can you tell me why the first sentence is not reported speech? I should change will for would, in this way.

Future tense verbs have will or shall as a helping verb.

No2 - 'He leaves' is a verb in the present simple, conjugated for the third person, as in 'I leave', 'you leave', 'he/she leaves'.
Present simple is used in this way to talk about things which occur repeatedly.
