Very good catch. 1 month ago, Hostog sends to me a similar message, but more clearly. It says to me the exact freqency was 9968.5kHz SSB. I am french and on his video, here at 0:28, I can hear "This is a test for the set of our receiver". And he says month, numbers and weekdays in french. I think it's some marine transmission, or ham people testing something...
the cypher text is beening jammed mate but from what i CAN make out it's a list of numbers in french.. i think this one is transmiting to the south east aisan area!
number stations are short wave radio stations used to contact there countrys "illegal"(an "illegal" is a spy that is NOT covered by diplomatic means,like say the ambassidor is) spys overseas and give them instructions by means of a "one time pad" it's a vertully UNBRAKEABLE code system.
Great. I'm aware of numbers stations. But what is being said here? I don't mean the 'plaintext' but I can't make out the 'ciphertext'. Just numbers 61-69 and some days of the week. I don't speak French so any help is appreciated.

It's being transmitted in single side band and the receiving radio does not have a beat frequency oscillator.

It's a Degen DE1103 - SSB is on, but the atmospherics and static are the main problems.
