Click:

2:Noise Texture

3: Cloud Cover

And drag it over the top of your clip.

You can make it move by right clicking on it when its in the timeline and clicking 'Edit Generated Media' and changing the area that says 'offset' using the timeline on that part (like you do when you use 'bump map' or the spot light wasitmajiga :D)
