@xStockingClanx He didn't use a effect. He used Toontown's game engine. I think this isn't really in Toontown, it's just a little code.

@gamecrazzy441 Wait, I take that last part back. The snow melting on the hydrant, I was changing the Y scale. The snow melting on the mailbox was moving down. The trash can I couldn't find a good animation for the snow melting, so I used a layer in Vegas to make it look like he threw it somewhere.
