It's a default pattern that comes with Photoshop. It *should* be there!

Hey...you can find heaps of brushes just by googling ''blood spatter Photoshop brushes'. Heaps out there!

Even if you start off with something basic, Photoshop offers some pretty awesome tools to create something sophisticated. Using blending modes, masks and smart filters, you can produce some really impressive stuff. Good luck!
