I haven't got GBA version, but you fight it later at Kefka's Tower, and this time he's normal boss, and you can defeat it with normal attacks.

7-7-7 is banned in this battle. Though you could do the method where you confuse him, put an action to cure him of it, then confirm 7-7-Bar before the casting animation ends.
