I think the guy who transfer this used 3/4" umatic. it's still analog tape. it kinda looks like blown up version of a cassette tape. The delay may be due to the capture card or settings he may be using..

actually, is you listen carefully, you can hear the music starts 1 second before the video. Just like on a proper vinyl.

No, it's called tape imprinting or something like that. It doesn't happen on vinyl, only on audio tape formats (cassettes/VHS)
