I am very sure it's a Batman refrence. Mike's reffering to the Joker for one thing, and there was a man in the series who suffered from a split personality who haqd a ventriloquist dummy who he beleived was making him do crimes.

Also, there is the character of the Ventriloquist from Batman comis who believes that a dummy carved like a mobster performs the crimes while he is not guilty. So its an easy mistake to make.
