He has always been Dr. Eggman in the japanese manuals, but it wasn't until SA1 that SoJ made Robotnik his real name, so all the different game continuities would cease. However, he has always been Dr. Eggman.

They never changed it. Robotnik was his japanese name. In America he was simply refered to as Eggman.

You see, Dr. Robotnik has ALWAYS been called Dr. Robotnik, but it was only during some of the later Sonic games that he developed a "nickname" known as Eggman (because his head looks like an egg)

The sonic characters characters could easily just call him Dr. Robotnik because that is his real name, but they call him "Eggman" since It's a slang against him.
