There is a lot of these on the Network DVD release box sets of Upstairs Downstairs, but you have to rewind the LWT Ident caption before you see the boards, very strange, as with the clucking noise. I thought that is what it was, but I wasn't sure whether I was imagining things or not.
I could be wrong, but I believe it's just a way of proving that the sound is working before transmission of the tape. Different companies have different ways of doing this.
