You have to maneuver. Don't just cruise along at Ahead Standard, go to Flank, put the attacker on your stern, and turn hard right/left just before he drops on you. Make sure you change course if he flies off--surface ships will be visiting you if you continue on your merry way.

Radar gives you the advantage of detecting aircraft before they see you, usually, giving you the chance to crash dive and avoid them altogether.
