Well maybe they don't match the definition of a transexual person, but we are clearly shown that they have male bodies before they do the magical costume change. I haven't seen the whole season so I don't know if there is a good explanation, but they definitely are changing their sex back and forth.
This unfortunately happens a lot with English dubs. Not necessarily covering up a gay relationship, but changing key parts of the plot and things about the characters in the name of censorship. Part of it has to do with the tendency of taking shows that weren't intended for kids(a lot of anime isn't) and changing it up to market it in America as a childrens show. Other times, it is a kids show, but in Japan their views on what's okay for children are different than in america.

I can't be 100 percent sure, but to me this translation sounds pretty accurate. From what I can tell Haruka doesn't say anything about candies.

The origional Japanese show probably was for children under 13 because the Japanese are not so bothered about stuff like that.

If you watch SM in english it is a children's show, yes. But the original japanese show was NOT for children under 13. XD
Those two were one of America's largest problems, because of their lesbian relationship. *rolls eyes*
