Jesus, they really did "base" it on the old comic strips, in the dumbest way. In old comic strips or comic books, and even in movies, they often show what's going on inside the villain's lair, like when Darth Vader meets with his commanders. The only way the idiots who wrote this "film" could think to show the bad guys -- to adapt the strip convention -- was for Dr. Huer to "view" the bad guys with his doodad. The whole thing is just an ass narrating with a few scenes actually shown. What crap!
