They could hire "hellicopter ben" to fly over and drop a trillion $1 notes over the spill. The paper will soak up the oil, and countless thousands of citizens will rush into the water to retrieve the oiled notes. Thus, the oil is removed, AND the local economy is stimulated with a cash injection at the same time. Instead of running on an oily rag, the economy will run on an oily note. WIN-WIN!!!!!
