Henry Rollins is a talentless hack with a amazing knack for self promotion. This was a Greg Ginn song that Rollins got to sing. Rollins somehow become known as the talent behind this band when, in fact, it was always Greg Ginn who wrote the great songs.

@wormwood67 rollins sets the record straight in his book Broken Summers where he says "The famous Black Flag songs were written before I was in the band. I never felt all that much a member." As regards self promotion, the guy is a workaholic and if someone offers him "interesting" work he is most likely to say yes.
