What I want to know is how he actually came back up, isn't he supposed to be a dead weight in water? this also happens later at Enies Lobby, where Chimney (the girl with the blue rabbit always following her around) find Luffy struggling to stay afloat in the water after trying to use a row boat to get to the Bridge of Hesitation. Although both scenarios were added for comical purposes, I still never got that.

And I know that all devil fruit users have this same side effect, obviously if I've watched up to Enies Lobby, I'd have to be completely dense not to realize that devil fruit users have that weakness.
