pretty much if you are a legal owner of guns you can own full autos and silencers without being a class 3 FFL dealer. all you have to do is go to a class 3 dealer and buy what you want do the paper work but then you also have to purchace and pay a $200 tax stamp on it and pay 200 every year you own it. if you ever sell it you have to sell it back to a class 3. also the ATF looks into you afterwards
I'm not sure if there are major internal differences, but with the M9, which isthe same as a 92, making one fullauto is simple as rearranging a couple of internal peices. Soldiers and Marines accidentally make fullauto M9's all the time when they reassemble them wrong.
