I've lived in Chicago my whole life..The only County in Chicago is Cook County..There is no East Side of Chicago. I have been to the UK and spent time in London..The East side( or East End or East London) of London isn't known as the best part of London. Maybe that's where the term "East Side" came into play in this song. Paper lace is from Nottingham & Nottingham isn't too far from London. :)

Actually, the East side is now called the Southeast side and can be seen in the movie 'The Blues Brothers' when the Nazis chase them into Chicago and when the Chicago PD joins the chase. The bridge jump scene is in the East side.

So there is a "east Chicago" (an area south of the loop), East Side(Chicago neighborhood), and East Chicago Indiana. 3!
