At least most of everyone drives safe in San Diego, we have the best drivers of any big city, especially in the rain, they go about 35, which is pretty slow, but at least safe.
Don't forget, wet brakes take longer to stop.Combine wet roads+traffic+speed= Slow Down. After long periods of dry weather, roads are covered in brake dust and other greasy film that increases the risk of slide. After the crash, the only speed you'll be concerned with is the speed of the skilled ppl on their way to cut you/your loved one's from that wreck.
It makes sense to stay alive. So drive to survive.

While I agree that drivers should slow down during bad weather conditions, I think driving 50mph when all other cars are going 65 or higher will just be blocking traffic.

no law states speed limit for harsh conditions otherwise stated/posted. however, there is a law that states unsafe speed for conditions.

I've lived in San Diego my whole life, and I normally see that many San Diegans forget how to drive when it rains, especially on the freeways.
