That's about half true. I'm not sure what you said about the permits, but as a civilian you are able to obtain Fully Automatic weapons with the Class 3 permit. I'm not sure about the specifics, but I'm pretty sure I head the gun has to be made before 1984, but I think that's kinda stupid if you go through all of the trouble of getting the permit and still finding road blocks.

Shall issue status, means that if a person passes all the background checks, training, certification etc. then said person is granted the permit. This is not the case with a class 3 weapons permit, the governments can deny permit authorization all day long, for no reason at all.
