I dont think this could be considered enka though I'm not really sure. Despite most people calling it traditional, Enka has a relatively short history in japan (something like 50 or 60 years). I'm no expert in classical japanese music but I imagine this style of singing existed way longer than 50 or 60 years. which makes it so much more interesting when mixed with chiptune. Typical Enka wouldnt sound good with this at all.

And you can praise Japan for this if you want, but lets be realistic, 99.9% of Japanese people dont listen to this kind of music or ANYTHING interesting. This is as indie as you can get and still draw a crowd aside from noise which is another isolated scene. But those who think Japan is void of real art are clearly wrong..
