Sorry but i do not think this is anime this is manga anime is real looking and cartoon looking but not to fake sorry but that is not anime this is manga

Select your Free- Form Select Tool (It looks like a dotted star and is the first tool in the top left corner.)

Draw around the image you wish to copy using the Free-Form Select Tool.

Once selected click the Edit button and press Copy.

Then again click edit and Paste and your image will have been duplicated. Then click the Image button and press Flip/Rotate. From there select Flip horizontal and your image will be flipped to match mine.

Thank you for your kind comment :) and yes I do believe that would help you very much, as I improve my drawing skills I have been considering just that. The only trouble you'd have is finding a good one for the money. Make sure the reviews are good and that it is pro level so you don't have any jumping of your cursor while painting. Hope this helps!

i have a big problem

i am hyperactive and my hand shakes when i try to draw(on PC or on a paper) know any software that could help me

I have that problem sometimes too, I had to teach myself to hold my hand still. But another way is on microsoft paint use the curve tool. I can get through a whole anime drawing very easily with that, no matter how much your hand may shake- it really is a neat tool for curving the characters features, just right. I hope that helps :)
