@DarkJokerOfAmuro You're right I believe. She's not really taking about "wind" but a more "metaphysical" kind of "Breeze". At 4:50 she even says: blue breeze flows from you. That doesn't sound like any regular kind of wind.
Besides her hair moves "suposedly" because she is actually in space, so whenever she moves her hair moves, and when she is still her hair stays still, as you can see during her monologue.
