That isn't quite right. The collision of warm and cold air is what forms thunderstorms. Wind shear and other factors are needed for those storms to produce tornadoes.
For dust devils that is about right, though it is no so much a collision of air masses as a layer of hot air forms under a layer of cooler air.

Yeah.. we have many of them around the desert here & they can reach F-0 on the Fujita Tornado scale. F-0 is 40 to 72 mph wind speed. I have driven through some as I was going 70 mph in car.. the car shuddered a bit. I have seen metal awnings and sheds blown away by them.
not a tornado.... the worse thing it could do is give them some scrapes and maybe some small bruises. dust devils are fun to go into, just that the only thing you'd need is some goggles or something to protect your eyes from the small debrise that they pick up.

I live in Nevada and that my friends is no tornado. It's a very common "Dust Devil". You can see three or four a day in the Mohave desert.
