I believe this was probably the 03/29/99 broadcast of HEY! HEY! HEY! MUSIC CHAMP which was their third annual "Hey! Hey! Hey! Awards" show. The audience got to see Puffy, SPEED, MAX, DA PUMP, DCT, ELT, TMR, Fayray, Mornin' Moose, Namie Amuro, Ami Suzuki, Ayumi Hamasaki, and Something Else -- literally!
Nope, this is CHECKIKO (aka Chekkiko, aka CXCO). They served as the on-air talent of an afternoon variety series in the late 1990s. They acted, sang, danced, hosted, modeled, cooked, etc. Sort of like the Mickey Mouse Club but with all girls. Only about 9 of the 28 (over time) members were good singers but they mixed-and-matched at least 5 recording acts out of them including a rock-band that might have been named "Haircuts" I think.
this song title is "Hajimari". the mean tranlated to English from Japanese will be same as "start line".
In Japan, there are four seasons(spring, summer, fall and winter), and each seasons have different characters. especially, Japanese feel an encounter and parting in spring, for instance, graduation from school, company or familiy. and there are many cherry bolossoms in Japan.

Japanese often compare the aparting of life with the falling of cherry blossoms.
Such mean is included in this title (Hajimari).
