Why would the A leave if the B is going express? Doesn't that mean one has to stop & wait so the other can switch?

The B Train running express happened to me once back in July.

Below 59th street, yes it is express. But it makes all local stops from 59th street to 145th st or Bedford Park blvd. This was going uptown and usually runs local, but is now running express on the local track due to congestion.
