A treaty is a treaty and the President does not have the power to sign a treaty without no less than two thirds of a senate vote. If he attempts to circumvent the constitutional limit to his power and try to enforce the treaty without the senate vote he is definitely impeachable by congress for treason, i.e. failing to obey and defend the constitution of the United States, unfortunately the congress don't have the balls to do it!

You can not impeach the president just because you disagree with him.
