You'd probably get around 20fps with a processor like that.

That's what CS:S Relies on, CPU and not Gfx.

my laptop has a single core 1.86 ghz cpu, and it never has to work too hard, so im pretty sure its not that much cpu

well in this video i had a 8400GS 512MB, 2gb of RAM, dual core processor. but now i got a better rig thanx to xmas. now i have a 9500GT DDR2 1GB, 4GB RAM, Dual Core Prossesor.
