the writers felt that altough they had a theme for a sixth season of the Wire, they simply hadn't the connections, research or knowledge of the growing spanish community in Baltimore ;-)
its not "a shame" - it was only intended to be 5 seasons. This wasn't a show that was meant to continue on for as long as possible until it got stale.
Simon and Burns said everything that they wanted to say and moved on.
the final chapter's name was "–30–", a journalistic term for "end of story". everything leads to believe it was the creator's plan to finish the series in this season, even if the show could have kept going.
