That is obviously just a street lamp or parking lot lamp. They have ones just like it in the parking lot at my work. The "water buffalo" is a sign on the lamp post with a number or some other indicator so that people can find their cars quickly. He filmed it from way off at night and slowly tilts the camera near the end right before the light goes out to save power because shifts are ending or some such. I am SO tired of seeing these sorts of videos passed off as something spectacular!
