Yes, you can only play normal in the beta, because the maximum level you can achieve is 13. To advance to nightmare, you have to finish normal, and be around lvl 30. The real gameplay will happen on inferno difficulty, which is unlocked when you finish hell difficulty, at around lvl 60. Of course the first 1/3 of act 1 normal is easy. Do some research before you rant, please.
