With climate change (global warming) there is about 4% more moisture in the air and during El Nino the jet stream shifts south over North America and brings arctic temperatures with it. Cold air that is more moist is gonna cause snow. Keep in mind that Vancouver is struggling with a heat wave during the Olympics this year yet I got 6 inches of snow in South Carolina.
