I was having MASSIVE overheating issues with my cell. try using less baking soda in your electrolyte mixture. this solved my heating issue period. good luck!
try running the cell at its tuned efficient voltage, overdriving the cell is causing heat, which is a loss of eff. instead of making hho its making heat. 14vx20a should be about .5L per minute, it could be 1L per minute, and wouldn't get hot.

To reduce heating place larger space between the plates, leaving everything else the same.
