Somalia has no government, no police,and no soldiers. The country has is in a civil war for almost 20 years now and most males are armed and they belong to different warring militias. The people that asked America to step up are folks who see American naval ships in Somali waters but those naval ships don't shoot at the pirates and those pirates get embolden. America didn't listen until the April 2009 incident when pirates decided to take on an American ship.
