Carnival Toby has flags all around his boards that cover the wheels. The same goes for the other carnival zoo cars, the monkey and lion cars.

It is "Thomas and the New Trucks" which is from a 4 pack set I picked up at Target. I believe it had Thomas, Bill, Ben and I think Salty in it.
