I don't know.... I just saw on the news a few nights ago that AT&T is going to start doing what these guys are talking about in a few weeks starting on the West Coast.....Experimental .. They claim that 5% of subscribers are taking up 50% of bandwidth. So that is why they are implementing that plan.....

Goverenments & internet service providers are actively looking for a way to milk the internet for money. Your suggesttion is just one I have heard of. I have also heard email charges, bandwidth charges, etc. People are to busy with other concerns, these fees wil sneak into our daily lives a little at a time & before you know it, the internet will not be what it is today.
