Execute the action when the goblins' stick, in their animation, is closest to the ground (more toward the bottom of the screen). This will guarantee that the spell works.
For these enemies, the basic "repel" and "undead" spells are all you really need to defeat any of the enemies seen. It's also the fastest and easiest way to gain EXP.
Melee combat (short range - right next to the enemy) is shown commonly in part 20 of this series (since it's the only way to defeat enemies). Long range combat is used quite often until then, starting around part 5 or 6 (I don't recall).
When you first start a game, you will have 0 MP which means only the first spell is available. Walk 1 step on the green world or 4 steps elsewhere and you'll recover 1 MP. 10 steps (and 40) use up 1 unit of food.

Assuming a 1 in 2 chance, statistically, there'd be a 1 in a million chance for 20 consecutive successes and yet, I've gotten over 100, making it 1 in a nonillion chance (1E30). Thus, I know exactly how to get it - time it on the frame of animation.
Hm... Well, I guess I never really considered it that way... I dunno, it just doesn't seem like the way Richard Gariott would think, you know? But then again you could credit that point to this game being remade by another company than Origin.
What version of Ultima Exodus do you prefer the most? Personally I'm very partial to the Apple II version. While graphically it's obviously not the best version released, I find it has a certain charm that was never reproduced. Maybe this is due to nostalgia since the Apple II was the first computer system I ever used or played games on.

You have to keep buying food. 10 steps on the main world map uses 1 unit of food while 40 elsewhere (caves, towns, Ambrosia, etc.) does the same. I've got many other humorous things in later versions, such as the first battle with pirates (that one is my top favorite of all).
reminds me of Ultima IV a bit.

Are you sure what frame of animation the monster is on determines the chance of any spells to hit? I'm pretty sure that' just randomized.
